China's Proposal for the Russia-Ukraine Ceasefire Agreement (Draft for Comments)

Joint Parts

1. After the ceasefire, both Russia and Ukraine will mutually respect each other's independence, sovereignty, unity, territorial integrity, dignity, and security concerns; neither side will use or threaten to use force.

2. Based on the current contact line between the two armies, a military demarcation line will be drawn, with only minor adjustments to straighten or level the line. Any territorial adjustments will be based on equal exchange.

3. The area within 20 kilometres on both sides of the military demarcation line (a total of 40 kilometres) will be a demilitarised zone, with both sides withdrawing troops and military equipment and ammunition, but observation posts, reconnaissance stations, surveillance stations, listening posts, and radar stations may be retained. The retention of these posts will follow the principle of equality.

4. Led by the United Nations Security Council, tens of thousands of peacekeepers will enter the demilitarised zone to maintain the ceasefire and peace. The peacekeeping forces will consist of troops from the five permanent members, India, Brazil, South Africa, Germany, Japan, and Italy.

5. The commander of the peacekeeping forces will rotate among generals from the five permanent members; the chief of staff of the peacekeeping forces will rotate among generals from India, Brazil, South Africa, Germany, Japan, and Italy.

6. Russia and Ukraine will restore ambassador-level diplomatic relations and normal economic ties.

7. Both sides will release all prisoners of war held by the other side. Neither side will punish its own nationals who have cooperated with the other side.

Ukraine Part

8. Ukraine promises to permanently renounce joining NATO and remain permanently neutral.

9. Ukraine promises to restore Russian as one of Ukraine's two official languages, the other being Ukrainian, and to protect and treat well the Ukrainian population within its borders.

10. Ukraine promises never to develop nuclear weapons, chemical weapons, biological weapons, dirty bombs, etc.

11. Russia promises to agree to Ukraine joining the European Union, with the specific accession details to be negotiated between the EU and Ukraine.

14. Russia promises to actively participate in Ukraine's post-war reconstruction in economic and financial work.

International Part

15. China, the US, and the EU promise to support and guarantee Ukraine's permanent neutral status.

16. The three major parties promise to strive to uphold the ceasefire agreement and carry out peacekeeping tasks.

18. The three major parties promise to establish a Russia-Ukraine Relations Committee within the United Nations to work under the leadership of the Security Council and handle matters concerning peacekeeping and reconstruction in a timely manner. Chairmanship of the committee will rotate among the five permanent members, while India, Brazil, South Africa, Germany, Japan, and Italy will rotate as secretaries-general.

19. When the agreement is finally signed, it will be co-signed by the presidents of Russia and Ukraine, one envoy each from China, the US, and the EU, and the UN Secretary-General or their appointed representative.

20. The signing will take place at a location in the middle of the Russia-Ukraine contact line. China will provide personnel, funding, and materials to build several temporary houses, forming a 'signing village' where the signing will occur.
